Yes, that's true ;-) I established my DevBase few years ago, but have had not too much time to develop it. But I plan to "reborn" it. Not only because of my conviction such wiki (or whatever else system) is really missing, but also because I will upgrade all my webs to news version of the base system, so DevBase will be upgraded also. And I am sure it will bring better functionality, which will allow to create "snippet pages" easily.
Another question is such wiki content. My experience is it's very time consuming, because it's not only to place the code (which itself should be cleaned and well structured), but also to add its documentation, explanation etc. Fortunately it's not very difficult in a case of VBA and I have probably tens and tens of different short codes and macros in my archive that were created as a part of my answer or I tested some idea or functionality.
The only thing I can promise is if the upgrade will happen (assuming during this summer) and DevBase will be live again, I will let you know ;-)
