Need Assistance in VBA Code

Dear All,

I am trying to write a small VBC code and need some assistance.

I am trying to use ElementEnumerator object for accessing elements from DGN but I am always getting its empty.  It would great if anyone can help me.  Am I doing something wrong?  Code and supporting DGN and Excel is attached.
