Why is it apparently affiliated to AECOsim Building Designer when it's about MicroStation CONNECT?
I agree the Building group post only discusses pure MicroStation CONNECT configuration changes.  I will suggest to platform support to consider placing a master copy under their wikis; currently most located here: What configuration changes have been made in MicroStation CONNECT Edition?  Since this thread has been on MicroStation CONNECT workspaces and resources.  Two more adds of information I use or refer to regularly:

 1. MicroStation Key-in: "show configuration".  Save a copy of a "good patient" and a "bad patient" then use your favorite text differencing program or stand-alone tool (e.g. tkdiff) to see exactly what is different and needs to be corrected for the "bad patient".  This process can save hours or days of manual troubleshooting of configuration issues.  TIP: Try to keep both client configurations as close as possible. If possible, try to run each client using the same:: product(s), project, file/folder, apps, install and configuration locations.  Doing so should allow any differences to pop right out.

 2. MicroStation CONNECT Edition configurations (ppt slides). Though older, provide a lot of good information in one package.
Why is it located in the Technology Previews folder?
AECOsim Building Designer CONNECT Edition (v10.00.00.61) Technology Preview 1 was made available for download on 11/02/2016.  Once the product is fully released proper early access/technical preview documentation should become available shortly after as standard product wikis.

HTH,
Bob
