Good note! And it's the reason why newer MicroStation versions split program and workspace into separate folder, so they are better compatible with Windows requirements: 32bit application exe+dll belong to C:\Program Files (x86)\, 64bit applications belong to C:\Program Files\ and application data (like workspaces) belongs to C:\ProgramData\

The reason is clear: Not enough access rights. So it means in the first step you should check access right to workspace folders and ensure it's read-write for everyone.
