I was not able to find any information about icons color depth both in MicroStation and my BDN docs archive.

In my opinion icons should be created as 32bit (with alpha channel if required), because Windows default setting is 32bit (or 24bit in some situations).

It seems MicroStation itself contains 32bit and 8bit icons. I guess it's just because of look and feel / UX optimization, because automatic conversion of 32bit icons fot 8bit display can end with pretty ugly images. So maybe it's the recommendation: Use 16x16, 24x24 and 32x32 sizes, start with 32bit version and convert it to 8bit version also. If required, make necessary modifications before the icons will be imported into MicroStation dgnlib. But at the same time I am not fully convinced 8bit version is really necessary.
