I have tested your code with own dgn files, but didn´t get any issues.
The text element you are experiencing problems with, is this a single textelement (type 17) or a child element of a textnode (type 7) or a subelement within a cell ( type 2 or 35)?
Occur the same error with similar text elements in other dgn files?
It could be helpful if you upload a small test file with such an element to allow us to test with same data.
