This your note generated one more question: You mentioned earlier you loaded the dll file from mdlapps folder. Do you mean \MicroStation\Mdlapps folder, which based on your note about limited access right seems to be not right assumption, or you mean mdlapps created inside example folder during the application building?
If the second option is what you do and you are trying to run MicroStation addin from general folder, it will not work. MicroStation loads and runs managed (NET) addins only from folder defined by MS_ADDINPATH configuration variable, so if you want to use own folder for compiled addins (which is good idea in my opinion), you have to modify the variable accordingly.
