it seems you are mixing two different issues / tasks that would become confusing easily...

There are several different ways how it can be solved, in my opinion the simpliest is to use a macro for active file and to use Batch Process to call the macro for every defined file. I also see no problem to use any other way e.g. to control MicroStation from outside and to use scripting.

I am not sure if I understand this issue correctly: Is it about when there is nested reference or you want to open some model but to change reference attachment to another model? The latter case cannot be done in my opinion, or at least I will be not surprised if all attachment parameters are initialized and accessible only if they are used in the active model.
In you original code it means to don't use OpenDesignFileForProgram but open the file directly.
