When I create a tag element (mdlTag_create), the API lets me associate it with a host element via its Element ID.  There's no parameter or option to provide an assoc. point.  If an element doesn't have an assoc. point already, how does mdlTag_create know what to do?

In the MDL examples for the tag API, the approach is to create a set of tag elements, letting MicroStation choose where they end up.  Then, compute what you want the offset to be and update each tag.  VBA handles this better.  You are saying that if there's an assoc point then the tag sticks to that.  But I don't see a way to create an assoc. point and inform the tag element that's what it should stick to.

The example DGN model you kindly posted shows two shape elements.  Each has its 'origin' at a different corner.  The tags behave as you describe.  What created those 'origins'?
