Thank you for the reply! I had typo in my earlier post. I was indeed using Visual Studio 2013.

You answer explains why we see discrepancy between OpenRoad Designer and Microstation Connect. At the moment, we appear to be able to avoid the problem by using Microsoft File API directly just not fstream. We will keep watching the problem.
