you did not mention the MicroStation Release you are using and how did you get the variable names ED3, ED2?

Did you try to record the VBA code with selecting the output type?

In MicroStation V8i SS4 I get the following recorded:

    SetCExpressionValue "edgesInfoP->outputOptionSelect", 1, "EDGES" ' Active File
    SetCExpressionValue "edgesInfoP->outputOptionSelect", 2, "EDGES" ' 2D
    SetCExpressionValue "edgesInfoP->outputOptionSelect", 3, "EDGES" ' 3D
