Do you use any security / signing feature in your addin? I mean a digital signature or strong name?

It sounds really weird and I think the problem is somewhere else and it just appeard because of moving to another computer using zip file.

I slightly disagree with this sentence. MicroStation behaviour when addin is started is defined by NET Framework security mechanisms, that can be configured using Windows Security Policy rules. So in my opinion it's not about what MicroStation should do, but to identify what security mechanism causes this strange message.
Unfortunately how security works has changed in NET 4, so not everything works as in V8i and NET 3.5 ... on the other hand it should not be a problem to start addin from network disk as it was in V8i ;-)
