It has to be reported to ProStructures support and developers. As Brien described, if original handler is not available (e.g. in a plain MicroStation), extended element type is processed by default element hanlder. So it's up to ProStructures developers to create elements in such way they will be displayed in MicroStation.

Fixrange cannot help you if element is not displayed. This utility verify fixrange data (integer xmin,xmax,ymin...) stored as a part of graphic element header. When they are wrong, tools like Fit View don't work correctly. But fixrange does not verify anything else.
