The answer is "because it's another MicroStation", that everything that can be told now without knowing your data.
I agree with Jon (and I wrote it already in my first reaction) the problem is probably in bad data quality. MicroStation V8 has allowed to create and work with not fully correct data (like gaps in chain etc.). MicroStation CONNECT Edition is more restrictive, which can be the reason why the element cannot be created.
